DHIS2 as a Global Public Good

Since the HISP program’s beginning in post-apartheid South Africa in 1994, the DHIS2 software project has been funded by the Norwegian Agency for Development Cooperation (Norad), the University of Oslo and the Research Council of Norway with the goal of strengthening health systems in the Global South. In 2013, Norad, PEPFAR and The Global Fund to Fight AIDS, Tuberculosis, and Malaria committed to support DHIS2 development together due to DHIS2’s expanding footprint (30 countries and growing fast). Later, UNICEF, CDC, GAVI, The Vaccine Alliance and The Bill and Melinda Gates Foundation (BMGF) came on board. Together, these donors provide stable funding that has enabled the HISP project to expand and sustain over time, to have the flexibility to explore the latest technologies, to develop a network of experts across countries and regions, and to continue delivering a stable and generic open-source platform — provided for download at no cost, with no licensing fees — that can be adapted to meet new challenges and local demands.

The ongoing support of our network of donors makes it possible to ensure that DHIS2 remains a sustainable open-source solution, and a global public good available for use by all. DHIS2 has been recognized as a Digital Public Good by the Digital Public Goods Alliance, is listed in the Global Goods Guidebook prepared by Digital Square, and has been endorsed by The Bill and Melinda Gates Foundation (BMGF), Digital Impact Alliance (DIAL), GIZ, UNICEF, and USAID.

In the video below, Prime Minister Erna Solberg of Norway presents DHIS2 as an example of a digital public good.
