The HISP Centre at the University of Oslo (HISP UiO) and the mSupply Foundation have signed an agreement to strengthen cooperation in the development and implementation of digital solutions for health supply chains.

This partnership builds on the complementary strengths of both organizations and recognizes the mutual benefits of collaboration in software implementation, technical development, and capacity building, with a focus on improving medicine availability through better utilization of electronic logistics management information systems (eLMIS).

A key aspect of this two-year collaboration includes knowledge exchange on open-source development and implementation. The mSupply Foundation is migrating its eLMIS software system to an open-source model, and the HISP UiO team has shared lessons from more than a decade of building and sustaining DHIS2 as a global public good. Additionally, HISP UiO has the opportunity to expand its ‘digital toolbox’ by learning to implement Open mSupply software and deepening its supply chain expertise. This exchange of experiences will help both teams strengthen their approaches to developing country-owned and sustainable digital health tools.

“This collaboration is a clear benefit for countries, for funders, and for the respective organizations, given the current funding landscape and need for country-owned digital systems,” said HISP UiO logistics technical lead Breno Horsth.

Through this agreement, HISP UiO and the mSupply Foundation will explore areas of joint work, including:

  • Jointly strengthening in-country capacity to install, utilise and benefit from eLMIS systems
  • Building technical solutions to support data exchange between Open mSupply and DHIS2
  • Supporting the implementation and long-term maintenance of eLMIS solutions
  • Sharing information and coordinating on software roadmap development
  • Building capacity within the global HISP network to implement mSupply

Technical solutions developed under joint projects will be made publicly available. Both the HISP Centre and the mSupply Foundation will communicate the outcomes of common projects as jointly delivered initiatives, highlighting the value of partnership in strengthening health systems.

By working together, HISP UiO and the mSupply Foundation aim to advance open, interoperable, and sustainable digital solutions for health supply chains. This collaboration supports country ownership, strengthens capacity, and contributes to improving access to essential medicines and health commodities.
