Overview: Partnering and contracting with HISP & DHIS2
HISP is a global network of local non-profit groups that support the development of the DHIS2 software platform and supporting resources, as well as the implementation of and capacity building for local information systems, through a participatory approach based on long-term partnerships with local stakeholders with a focus on low- and middle-income countries (LMICs). We have been engaged in this work since 1994, and currently support partners and projects in more than 80 countries. Our work has made a significant impact on health data access and use in LMICs worldwide, helping countries monitor and achieve progress toward the Sustainable Development Goals. We are always open to new partnerships and contributions to help us maintain and expand this work.
At the global and continental levels, our work is supported by a collaborative group of investment partners – primarily global health organizations and donors – that provide a combination of long-term support for the core DHIS2 platform and targeted contracts for initiatives that support their specific programmatic goals. We also accept one-off contracts and subcontracts for global and regional projects related to our core mission.
At the country level, DHIS2 system design and implementation and HISP technical assistance is carried out through long-term partnerships with national Ministries of Health (and other government partners) with funding from country grants, through contracts with individual organizations such as NGOs, and through subcontracts from the regional and global mechanisms described above. Countries and organizations using DHIS2 are also invited to help sustain the core platform through our Shared Services Fee and Contributing Partner Program.
We also welcome partnerships with developers of complementary software platforms and stewards of other digital public goods through our DHIS2 Technology Partners program.
Contract HISP for information systems design, implementation & capacity building
HISP is ready to provide on-the-ground technical support and capacity building for your information systems implementation projects, and to develop DHIS2 features and resources that can be rolled out across more than 80 countries around the world. With local HISP groups in more than 20 countries, and robust systems of governance at global, regional and local levels, there are several options for contracting us:
- Global DHIS2 products, resources, and initiatives: Contract with HISP UiO
- Country support in 1 country: Contract with the local HISP group
- Country support in multiple countries in one region: Contract with the continental HISP hub
- Country support across multiple regions, or in regions with no HISP hub: Contract with HISP UiO

Note for UN agencies: HISP has an existing LTA with UNICEF that can be used for contracting by any UNICEF office at country, regional, or HQ level and by other UN entities.

Strategic Partners: Invest in HISP to support DHIS2 and sustain our global impact
The worldwide impact of DHIS2 as a free and open-source solution for information management and the success of the HISP approach to building capacity to support sustainable, locally owned information systems rest on the continued support of our investment partners. However, in addition to the cost of maintaining the core DHIS2 software and supporting resources, we have seen that developments in technology and country information system infrastructure and capacity in LMICs lead to increasing demands for new features, improvements, and integrations, as well as continued needs for capacity building support. We are looking for funding partners to join our investor collective to contribute to this work, to help maintain and strengthen digital solutions for LMICs and build on our global impact.

Contributing Partners Program: A model for sustaining & owning DHIS2 together
While direct partnership with HISP UiO remains the most cost-effective way for international organizations to invest in DHIS2, changes in the global development finance landscape and increasing emphasis on country-led funding for information systems have created a need for other pathways for financial contributions toward sustaining the DHIS2 core platform. To respond, HISP UiO has introduced another model for partnering with us and helping to sustain DHIS2, the Shared Services Fee and Contributing Partner Program, which provide a simple and transparent structure for countries and organizations that use DHIS2 to contribute to keeping the platform alive and helping shape its future.
Technology Partners: A collaborative partner network for complementary technologies
DHIS2 is the world’s largest digital public good for health and education data, supporting more than 80 countries, yet no single platform can meet all needs alone. The DHIS2 Technology Partners program offers developers and stewards of Digital Public Goods and other complementary software platforms a structured framework for collaboration that supports greater interoperability and provides expanded reach, visibility, and influence in the DHIS2 ecosystem, with the ultimate goal of enabling more robust, innovative, and effective information systems architectures in LMICs.
