Building capacity for local DHIS2 ownership, sustainability, and effective use
Capacity building is one of three core pillars of the HISP approach to developing sustainable, locally owned information systems. We are committed to enabling countries and organizations to develop the key skills and core competencies required to customize, manage, and sustain their DHIS2 systems independently.
To that end, we have developed training resources and guidance focused on building strong national DHIS2 core teams through a skills-based learning approach. This includes a wide variety of materials, including detailed guidance and documentation, step-by-step tutorials, in-depth webinars, and other resources. Through the DHIS2 Academy program, HISP UiO offers self-paced Online Academy courses that cover foundational DHIS2 skills and concepts, as well as periodic live Academy courses on advanced or specialized topics for the global DHIS2 community.
At the regional and national level, local HISP groups in the HISP network provide DHIS2 training for government partners, NGOs, and other organizations. These localized trainings support core team capacity building and can be designed to cascade to end users through a training-of-trainers approach. Through partnerships with ministries of health and other government agencies, HISP groups provide ongoing mentorship and support to national DHIS2 core teams, facilitating the transition to local system ownership. HISP groups in some regions also host periodic DHIS2 Academies to facilitate cross-border knowledge sharing and regional capacity development.
At a higher level, HISP supports informatics capacity building in the Global South through the HISP UiO Master’s and PhD research programs and networks of research and collaboration with local universities and research institutes through the HISP network.

Skills-Based Learning for National DHIS2 Core Teams
Central to sustainable local ownership of DHIS2 systems is the concept of the DHIS2 core team. This is a local team that manages the planning, implementation and evaluation of DHIS2. This requires a mixed set of competencies and skills–including foundational and specialized technical skills beyond DHIS2 itself–typically spread over several different people. These skills need to be updated and refreshed as the software platform and local implementation evolve. To help countries and organizations plan for and train a DHIS2 core team, we have developed a skills-based learning approach. This model identifies the essential skills required by each of the core and contributing positions within the team, and links these to DHIS2 training resources and guidance when available.
DHIS2 Academy: Structured Training on DHIS2 Skills
The DHIS2 Academy program offers structured courses to help build national and regional capacity to successfully design, implement, customize, maintain, and use DHIS2 systems. These include self-paced online courses on foundational DHIS2 knowledge and skills as well as periodic live training courses that cover more advanced or specialized topics. DHIS2 Academy courses are designed as global or regional resources for DHIS2 training–while they are available in various languages, they are not typically tailored to a specific country or program context.
Webinars & Online Meetups
To complement structured DHIS2 training material and courses, HISP UiO hosts regular DHIS2 webinars, including the Feature Spotlights webinar series, which shares up-to-date information on the DHIS2 software functionalities, and the Implementation Insights series, which focuses on guidance, tools, and approaches to support DHIS2 implementation. A curated selection of recordings from previous webinars can be found on our website, while the entire library is available on the DHIS2 YouTube channel. We also host regular online technical meetups through the DHIS2 Community of Practice for specialized subject areas, such as app development and system administration, as well as for specific domains like DHIS2 for logistics, education, and climate & health.
Tutorials, Documentation & Guides
To help build and reinforce skills on specific DHIS2 tasks and workflows, HISP UiO provides short-form instructional material, including tutorials and step-by-step guides. You can browse a selection of available tutorials on our website. In addition, we maintain comprehensive documentation for DHIS2 implementers, users, administrators, and developers.
In-Country Training, Mentorship & Support
Localized training is an essential part of building DHIS2 capacity in-country, particularly at subnational level. Local HISP groups in the global HISP network produce training material, job aids, and other capacity building resources that are aligned to local DHIS2 systems and SOPs. They also conduct trainings for national DHIS2 core teams and support cascade training to subnational DHIS2 users through the training-of-trainers model. In many countries, HISP groups serve as long-term partners to the ministry of health and other government agencies that use DHIS2, providing on-the-job training and long-term mentorship to the core team, as well as advanced technical support, enabling the transition of DHIS2 systems to full local ownership.
Global Support for DHIS2 Capacity Building
HISP UiO develops and maintains global DHIS2 capacity building resources and coordinates the DHIS2 Academy program. In addition to resources for the generic DHIS2 software, we work with partners to design materials and resources that can accelerate the adoption of DHIS2 for targeted use cases and emerging sectors and address critical skills gaps.
