The DHIS2 Technology Partners program offers developers and stewards of Digital Public Goods and other complementary software platforms a structured framework for collaboration that supports greater interoperability and provides expanded reach, visibility, and influence in the DHIS2 ecosystem.

    DHIS2 Technology Partners program overview: Purpose, vision & structure

    DHIS2 is the world’s largest digital public good for health and education data, supporting more than 80 countries. Yet no single platform can meet all needs alone. By collaborating with the developers and stewards of other Digital Public Goods (DPGs) and complementary platforms—such as OpenCRVS, OpenIMIS, MOSIP, OpenMRS, mSupply, OpenFn, ArcGIS, Simprints, and others—we can:

    • Identify complementarity between technologies and DHIS2.
    • Deliver comprehensive, end-to-end solutions for governments and partners.
    • Expand reach to new adopters, sectors, and regions.
    • Build interoperable ecosystems that strengthen resilience, efficiency, and innovation.
    • Establish an API Stakeholder forum
    • Link technology partners to the DHIS2 implementation community including the HISP network.

    To support this collaboration in a structured way, we have established a formal partnership model for Technology Partners to connect with DHIS2. This model is structured in three tiers, ranging from open collaboration to deeper strategic co-investment.

    Benefits for Technology Partners

    This program offers several concrete benefits for participating members. Partners gain:

    • Access to the DHIS2 ecosystem: 80+ countries, 50+ DHIS2 implementers including HISP groups, and global donor alignment.
    • Visibility & Recognition: Co-branding at DHIS2 events, websites, and community forums.
    • Integration Pathways: Technical support for interoperability and joint deployments.
    • Expanded Reach: Entry points into new government projects and donor programs.
    • Influence: Opportunities to shape global digital public infrastructure strategies with DHIS2.

    Tiered partnership model & fees

    This program is structured in three tiers, each with a different level of commitment, benefits, and cost. Tier 1 is free for all partners, while Tier 2 is free for all Digital Public Goods (DPGs).

    Tier 1: Open Collaborator (Free)

    • Public commitment to collaborate with DHIS2 on interoperability and standards.
    • Inclusion in the DHIS2 complementary platforms directory.
    • Visibility through DHIS2 community channels.
    • Opportunity to showcase pilot integrations and share use cases.
    • Commitment to pursue new funding, projects, and opportunities jointly.

    Annual Fee: $0

    Tier 2: Strategic Technology Partner (Free for DPGs)

    Includes all benefits of Tier 1, plus:

    • Facilitated access to HISP/DHIS2 Implementing Partner networks for coordinated market entry, joint solution deployments, and scalable rollouts.
    • Co-branding on materials, toolkits, demo packages, and regional trainings to increase shared visibility and alignment.
    • Joint fundraising with HISP UiO and the DHIS2 ecosystem—collaborative proposal development, bundled solution offerings, and co-engagement with donors and multilaterals.
    • Participation in DHIS2 technical exchanges and strategy discussions, shaping priorities and influencing ecosystem-wide innovation.
    • Showcase opportunities at the DHIS2 Annual Conference, including exhibitor space, demo sessions, and joint presentations with HISP teams and countries.
    • Enhanced visibility in DHIS2 publications and donor-facing communications, highlighting collaborative work, innovations, and deployments.

    Annual Fee:

    • $20,000 (standard)
    • Free for other Digital Public Goods (DPGs) to encourage open-source collaboration
    • 50% discount for organizations that are both DHIS2 Implementing Partners and DHIS2 Technology Partners

    Tier 3: Enterprise Technology Partner

    Includes all benefits of Tiers 1 & 2, plus:

    • Collaborative enterprise and solution architecture design: Deep engagement with HISP UiO architects to co-create scalable blueprints, reference architectures, enterprise workflows, and solution packages optimized for DHIS2-based deployments.
    • Co-development opportunities: Structured access to DHIS2 core developers to build, test, and optimize complex integrations, large-scale interoperability layers, and enterprise-grade extensions.
    • Joint roadmap alignment: Regular high-level strategy sessions to coordinate long-term product development, interoperability standards, and ecosystem-wide architecture evolution.
    • Strategic advocacy: Joint positioning with DHIS2 in donor strategies, global/regional policy dialogues, and multi-country digital transformation initiatives.
    • Early access: Controlled preview of new DHIS2 features, APIs, and architectural changes to ensure integration readiness and continuity in enterprise offerings.
    • Premium showcase at the DHIS2 Annual Conference: Featured speaking opportunities, featured demos, curated panels, and enterprise-level exhibition presence.
    • Eligibility to co-lead innovation labs, pilots, and large-scale joint fundraising opportunities, including multi-year programs with multilaterals, governments, and global alliances.

    Annual Fee:

    • $50,000–$100,000 (depending on organization size, scope, and partnership depth–negotiated case-by-case)
    • 50% discount for organizations that are also Implementing Partners

    Flexible fee structure to facilitate a more inclusive program

    Tiers 2 & 3 of the Technology Partnership program include annual fees to create a transparent model for contribution in exchange for concrete benefits facilitated by the HISP UiO team. To help make this program accessible to a broad coalition of partners, we offer flexible options for membership:

    • Discounts for DPGs: Tier 2 membership is free for other DPGs.
    • Dual-Role Discount: 50% reduction for organizations that are both a DHIS2 Implementing Partner and a Technology Partner.
    • Multi-Year Commitments: 10-15% discount for 3-year agreements.
    • In-Kind Contributions: For partners unable to pay the membership fee, contributions such as developer time, integration support, or joint training may be considered in lieu of fees.
