Comoros is integrating climate data and predictive modeling capabilities into DHIS2 for enhanced malaria early warning to support more timely and targeted interventions.
DHIS2 Climate & Health work in Comoros is currently focused on improving malaria early warning through collaboration between the Ministry of Health (MoH), National Malaria Control Programme, National Agency for Civil Aviation and Meteorology (ANACM), Directorate of Environment and HISP Rwanda, with support from the World Bank. It builds on existing locally owned DHIS2 systems while leveraging DHIS2 Climate & Health tools for data integration and predictive modeling.

The Ministry of Health of Comoros has identified malaria as an initial focus area for piloting DHIS2 climate & health systems:
This use case is currently being piloted in the Ngazidja region, one of the three islands of Comoros. A decision-making matrix has already been defined, which will be used to plan targeted actions in response to outbreak alerts that exceed defined thresholds.
DHIS2 Climate & Health work in Comoros builds on existing DHIS2 infrastructure and capacity, while leveraging innovative DHIS2 tools for climate data integration and predictive modeling.
In Comoros, DHIS2 has been used as the national health management information system (HMIS) since 2022, covering routine data on a range of health programs. DHIS2 is also used in Comoros for disease surveillance, community health, and other programs. HISP Rwanda provides the MoH with DHIS2 technical assistance and capacity building support.
Data on malaria has been collected in DHIS2 on a monthly basis, while the national malaria control programme (NMCP) has also collected weekly malaria data in parallel. This historical weekly malaria data is being imported into DHIS2 by HISP Rwanda, and the NMCP plans to begin direct capture of weekly data in DHIS2 going forward.
The climate-informed malaria early warning project in Comoros is part of a larger One Health initiative. The MoH has decided to create a separate DHIS2 Climate & Health instance for this initiative.
The DHIS2 Climate App has been installed in the DHIS2 climate and health testing instance in Comoros, enabling the import and harmonization of climate data from globally available data sets such as ERA-5 Land. In addition, temperature, rainfall, and humidity data from local weather stations is available from the national Met agency in Excel format, and has been integrated into DHIS2 by HISP Rwanda. While this data import is currently a manual process, HISP Rwanda plans to automate the data exchange to support the operationalization of this system.
HISP Rwanda has installed the Chap Modeling Platform and DHIS2 Modeling App on the DHIS2 climate and health testing instance in Comoros to facilitate the testing of predictive models. They have conducted model evaluations with the NMCP and subject matter experts from the World Bank, which have demonstrated the operational potential of the models in Chap.
Comoros has an evolving policy landscape for climate and health that is supported by a network of partners.
Comoros has been engaged in the process of developing a National Adaptation Plan (NAP) since 2014. The country has published earlier policy documents, such as the National Action Programme of Adaptation to climate change (NAPA) from 2006 that outline high-level public health priorities and climate-related health impacts, including increases of malaria prevalence, diarrhoeic diseases, and other vector-borne diseases.
DHIS2 climate and health work in Comoros is a collaboration between the Ministry of Health (MoH), National Malaria Control Programme, the National Civil Aviation and Meteorological Agency (ANACM/Météo), the World Bank, and HISP Rwanda. The project supported the development and formal establishment of a Data Exchange Memorandum of Understanding between the MoH and ANACM/Météo. This milestone established the institutional framework for routine exchange of climate and health data, reinforced collaboration between the health and meteorological sectors, and laid a sustainable foundation for the implementation and scaling of climate-informed health services in the Comoros.
Funding for initial work on DHIS2 climate and health systems in Comoros was provided through June 2026 by the World Bank through the Comprehensive Approach to Health System Strengthening Project (COMPASS) project. It builds on globally available DHIS2 tools developed through the Wellcome-funded DHIS2 for Climate & Health project. The Ministry of Health is working to identify funding sources for continuing this climate and health initiative.
